Senior member of Clinton Administration wanted to get a U-2 shot down

According to a soon to be released book by former Chairman of the US Joint Chiefs of Staff Gen. Hugh Shelton, a high-ranking member of the Clinton administration suggested letting Iraq shoot down a USAF U-2, as a pretext to launch a war to remove Saddam Hussein from power. Gen. Shelton approved the idea, as long as the U-2 was flown by the unnamed Cabinet member.
